H.4885 was passed and signed into law as Chapter 135 of the Acts of 2024. This law made significant changes to the landscape of legal firearms ownership in the Commonwealth of Massachusetts. Comm2A is challenging the portion of this law that implemented new training standards to obtain an LTC with an effective date of August 1st as these new standards do not yet exist, and therefore are impossible to comply with, leading to an indefinite delay in the issuing of a License to Carry.
On July 31st, the Massachusetts State Police (MSP) sent an email to all instructors of record in the Commonwealth who offer the basic firearms class required to obtain an LTC. This email indicated that the basic class was no longer sufficient as of August 1st and the new class, yet to be developed, was all that would be accepted for an LTC.
Several individuals reached out to Comm2A for assistance with understanding how a regulation that didn’t take effect until October 23rd could already apply to them, and instructors reached out to explain how this would destroy their businesses.
